:
On behalf of the
National Corn Growers Association, I strongly encourage you to complete
work on the new farm bill prior to the winter adjournment. I also encourage
passage of the bill in a bipartisan manner - the adoption of new farm
legislation in past years has traditionally been marked by bipartisanship.
We recognize that there are a number of legislative priorities that
must be addressed prior to adjournment; however, we also recognize a
need for timely passage and enactment of the legislation. By voting
on the farm bill this year, farmers across the country would benefit
significantly. Such action would give them the time and opportunity
to familiarize themselves with the legislation's new policies and new
financial assistance programs before the start of the next planting
season.
We sincerely appreciate
the hard work of the Chairman and the members of the Senate Agriculture
Committee - on both sides of the aisle - to advance the farm bill to
where it stands today. The Senate's proceedings have taken place under
very difficult conditions and circumstances since September 11.
Without undermining
a fair and open debate, we believe it is critical that the Senate move
forward on passing a new farm bill so that adequate time will be made
available for conference negotiations with the House of Representatives.
It is not only important that we secure a more effective safety net
for our farmers, but we must do so in a way that meets our trade obligations
and strengthens U.S. agriculture in the world marketplace.
Again, we look to
your leadership to develop and advance the best possible farm bill;
one that fairly serves all farmers and rural America. The National Corn
Growers Association looks forward to continuing work with you on this
important endeavor.
