Lock Modernization Issues Raised at Connor's Confirmation Hearing, Notes NCGA (4-07-05)

The importance of lock modernization was discussed during Wednesday’s Senate Agriculture, Nutrition and Forestry Committee nomination hearing of Chuck Connor as deputy secretary of the U.S. Department of Agriculture (USDA). The National Corn Growers Association commends Sen. Jim Talent (R-Mo.) for raising the issue during the hearing and asking Connor for the administration’s support on lock modernization issues.

Talent asked Connor for his commitment to work with USDA leaders and the White House to ensure President George W. Bush signs the Water Resources Development Act of 2005 into law once it advances out of Congress. Additionally, Talent urged Connor to work with the Office of Management and Budget to gain support for lock modernization provisions included in the WRDA bill.

Talent joined Sen. Kit Bond (R-Mo.) and numerous other senators in introducing S. 728 yesterday, which among many other water projects, authorizes lock modernization for the upper Mississippi and Illinois rivers.

“We thank Senator Talent for the commitment and leadership he has shown on the issue of our antiquated locks system,” said Leon Corzine, NCGA president and Illinois corn grower. “In response to Senator Talent’s questions, Chuck Connor stated his firm commitment to upgrading locks and noted the importance of a well-maintained, modern waterways system to all of agriculture.”

Connor assured the committee that he will assist Agriculture Secretary Mike Johanns in being an advocate on the issue. He noted that having grown up on a Midwest farm, he understands the importance of transportation that allows American producers to be more competitive in the global market. Connor went on to say that improvements to the system are “essential.”

“NCGA applauds Chuck Connor for his support of lock modernization and staying true to being a voice and advocate for agriculture,” said Corzine. “Connor has been a true friend to the agriculture industry and NCGA looks forward to working with him in his new position.”
