Corn
Growers' Grassroots Successfully Promotes TPA: More Work Needed in Senate
(12-11-01)
Starting
on Monday, Dec. 3, hundreds of corn growers across the United States
received an e-mail from the National Corn Growers Association (NCGA).
The message they received was simple: use the Legislative Action Center
to write your member of Congress, and urge passage of Trade Promotion
Authority (TPA).
However,
the e-mails were not the only form of advocacy that growers used to
promote TPA. Many producers called, faxed and visited their representatives
and because of the delay in mail delivery on Capitol Hill, growers made
maximum use of the congressional district offices to deliver their message
to pass TPA. The multiple outreach worked, and on Dec. 6, the House
of Representatives approved H.R. 3005, the Bipartisan Trade Promotion
Authority Act of 2001.
Last
August, the Corn Growers, in partnership with various state associations,
undertook a letter writing campaign. "What made this such an important
campaign was the grassroots focus - using the Action Center and direct
mail, as a tool to facilitate grower communication with Congress,"
said Keira Franz, director of public policy for NCGA, and the association's
trade leader. "Now that the House has passed TPA, and action moves
to the Senate, we look forward to continuing grower involvment in the
legislative process."
