Appropriations Subcommittee Marks up FY 2002 Bill

The House Energy
and Water Development Appropriations Subcommittee met Tuesday evening
to mark up its FY 2002 spending bill. The Army Corps of Engineers' civil
works appropriation was set at $4.468 billion, which is $568.2 million
over the President's budget request and $72.8 million below FY 2001.
In addition, Rep.
Tom Latham (R-IA) offered an amendment to insert language prohibiting
a "spring rise" on the Missouri River. The language is similar
to "Section 103" that was vetoed by President Clinton last
year. Rep. Jo Ann Emerson (R-MO) also spoke in support of this amendment
during the subcommittee markup. The appropriations bill contains key
funding for operation and maintenance of the Mississippi River locks
and dams and the inland waterway system and completion of the Upper
Mississippi River Navigation Study.
NCGA thanks Representatives
Latham and Emerson for their efforts on river issues important to corn
growers. This funding bill will be reviewed by the full committee and
then move to full House for consideration. The Senate Subcommittee has
yet to being action on their version of the FY '02 appropriations bill.
